Special Emphasis children are:

Children determined to be at risk of abuse, neglect, or exploitation Current clients of the Family Safety Program Office of the Department of Children and Families At risk of welfare or dependancy Children of participants in the welfare transition program Children of migrant farm workers Children of teenage parents Children of working families (family income does not exceed 150% of federal poverty level) 3 and 4 year old children not economically disadvantaged but who have disabilities Economically disadvantaged children, children with disabilities, and children at risk for future school failure (0-4) who are served at home through home visitor programs and intensive parent education programs such as Florida First Start
